what ever you do in this life is the result of your next life, so if you are bad now then your next life isnt going to be good. However if you have been good in this life your next life will be better. God looks at the persons soul, not the colour if them , or the gender or race, but by the way they have acted which is all shown in the soul. I hope this helps?
