In terms of society in general false. In terms of strictly roman society true. This is because most of the society living within the Roman Empire were not formally Roman citizens. Only the elite was allowed to be Romans thus this group was a type of aristocracy and most of them came from rich families.

Roman society was hierarchical and not egalitarian, with significant wealth disparities between social classes. Wealthy elites became richer while most citizens remained in poverty and faced limited opportunities for social mobility. Thus, the statement in the question is false.
