The right answer here is that the form of government created by the articles of confederation was a league of free and independent states with a limited national government. Prior to the articles of confederation, federal power as such did not really exist. The introduction of the articles symbolised a desire amongth the confederate states to have decentralised power and more agency over what happened in their states.

The Articles of Confederation established a government that functioned as a league of free and independent states with a limited national government. This structure prioritized state sovereignty and led to significant limitations on the federal government's power. The inability to effectively govern under the Articles ultimately led to their replacement with the U.S. Constitution.
