Do earthquakes most often occur at faults that are away from plate boundaries?

No. Most earthquakes happen quite close to them, and example of this is seen in California. Most theorize it will one day completely get ripped off of the lower 48 states by either a series of small earthquakes or one large one.

Earthquakes most often occur near tectonic plate boundaries rather than away from them, with about 5% of earthquakes happening in intraplate regions. Major earthquake activity is associated with convergent, divergent, and transform boundaries. Intraplate earthquakes, while less common, can still occur due to stress within the plates.
