You are correct in your thinking. He can run for House of Representatives but not the Senate because he has not met the age requirement. In order to run for the Senate he would have to be 30 years or older. Hopefully this helps. :)

Therefore, his only option to run for Congress is the House. He needs to be a resident of his Congressional district and prepare a campaign if he decides to proceed.
