However, at this time there were many anti-democratic forces that persisted in society such as racism and patriarchy that prevented the enfranchisement and equality of African American's and women.

However, political life was restrained by voting restrictions, racism, and fears of majority rule that limited participation to a privileged few. These dynamics set the stage for a struggle toward broader democratic values in the future.
